Barcelona or Madrid for Property Investment: Data Compared

According to the Ministerio de Vivienda, Q2 2026 prices per m² are higher in Madrid (€5,418 vs €4,602), but the purchase tax is lower (6% vs 10–13%). What matters depends on your goal.

There is no single answer. The two cities differ in entry price, purchase tax and rental rules, and each factor serves a different goal. According to the Ministerio de Vivienda for Q2 2026, the average appraised value of housing is €5,418/m² in Madrid and €4,602/m² in Barcelona. The tax on a resale purchase is 6% in Madrid and starts at 10% in Catalonia. This article will not conclude which city is "better".

What does a square metre cost and how did prices change over the year?

Madrid is more expensive per square metre and rose faster over the past year. The figures come from table 4 of the Ministerio de Vivienda y Agenda Urbana (valor tasado, or appraised value, for housing in municipalities with more than 25,000 inhabitants), second quarter of each year.

The INE row comes from the INE press release of 7 September 2026. It is calculated for the region, not the city, and with a different methodology, so it cannot be compared with the first four rows. Valor tasado is also not a transaction price: these are valuations that appraisal companies produce for mortgages.

How much tax do you pay on purchase?

The difference in entry tax is more noticeable than the difference in price per metre. In Madrid the general ITP rate on real estate is 6%. In Catalonia, under the Agència Tributària de Catalunya scale in force since 27 June 2025, the rate is 10% up to €600,000, then 11%, 12% and 13% for values above 1.5 M€. A buyer classed as a gran tenedor (large property holder) and anyone buying a whole residential building pays 20% there.

Worked example, not a forecast: a resale home at €500,000. The tax is €30,000 in Madrid and €50,000 in Catalonia. The €20,000 difference equals 4% of the purchase price and arises before the notary, registration and renovation. Reliefs for specific categories of buyers are left out of the calculation: investors usually do not qualify, and the article on ITP exemptions covers the details. A new build is taxed differently, see IVA and ITP on a new build.

How do the rental rules differ?

In Barcelona the price of a new long-term lease is capped. I found no confirmation that stressed-market zones have been declared in Madrid. Barcelona is among the stressed-market zones under article 18 of Ley 12/2023 (the housing law): it is named in the resolution of the Secretaría de Estado de Vivienda of 14 March 2024, published in the BOE on 15 March 2024. The list of zones and the deadlines change. The Ministerio de Vivienda publishes new lists in the BOE every quarter (article 18.2.d of Ley 12/2023), and they should be checked before every deal. The rules on renting are also in motion right now: Real Decreto-ley 29/2026, which amends the Ley de Arrendamientos Urbanos and Ley 12/2023, was published on 7 October 2026 and has applied since 8 October, but Congress has not yet ratified it. Congress repealed the previous act of the same name (RDL 26/2026) on 2 October. The cap mechanism is described in the article on the stressed-market zone.

Tourist rentals are different. The licences for them in Barcelona are due to be phased out by November 2028, see the article on the 2028 ban. The rules for Madrid are set by the Ayuntamiento de Madrid and need to be read separately.

What should you compare for each goal?

GoalWhat to compareWhere to look
Renovation and resaleEntry tax within the purchase price, safety margin after taxRegional tax authorities, entry price calculation
Long-term rentalRent cap in a stressed-market zone, actual rates in contractsBOE resolutions, Ayuntamiento
Preserving capital for yearsOwnership and exit costs, liquidity of the specific districtINE, MIVAU, notary statistics

Price growth over one year says nothing about the next year. A city with slower growth is not worse and a city with faster growth is not better: percentages on a base of €3,000 work differently from percentages on a base of €5,000.

What do city averages not show?

The Barcelona average hides micro-districts: Eixample, Gràcia and Poblenou trade at different prices and in different building conditions. The same is true of Madrid. A bank valuation and a transaction price diverge, and the gap between asking price and closing is different in every district.

DNPI Capital works only in Barcelona and its suburbs, so Madrid is described here from open sources, not from project experience. You can run your own goal and budget through the investor calculator, and the taxes for a foreign buyer are collected on the tax map page.

Questions and answers

Where is housing more expensive, Barcelona or Madrid?

By the MIVAU appraised value for Q2 2026, Madrid: €5,418/m² against €4,602/m². These are city averages, and within each city the spread between districts is wider than the spread between the cities.

Where is the purchase tax lower?

For resale housing, Madrid: the general rate is 6%. In Catalonia it is 10–13%, and 20% for a gran tenedor. Regional rates change, so check them on the regional tax authority's site before a deal.

Are prices rising faster in Barcelona?

According to MIVAU data for the year to Q2 2026, no: Barcelona +6.9%, Madrid +9.4%. Past growth does not forecast future growth.

Can I rent out a flat in Barcelona without restrictions?

No. The stressed-market zone and the schedule for ending tourist licences apply. An abogado (lawyer) checks what applies to a specific property against the registry and municipal documents.
