What it costs to build a house in Barcelona
There is no public price per m² for building a house in Barcelona. The COAC Mòdul Bàsic for 2026 is 677 €, but that is a base for reference budgets, not a price per metre. Here is the method for assembling a budget.
There is no single public price per square metre for building a house in Barcelona, and there is nowhere to take one from for a calculation. The nearest official figure is the Mòdul Bàsic: Col·legi d'Arquitectes de Catalunya set it at 677 € for 2026, up 4.73% on the construction cost index and in force from 1 January 2026 (COAC). This is a base for calculating reference budgets with coefficients by building type, not a ready price per square metre. A house budget is the sum of line items by chapter, not the floor area multiplied by one figure.
What the Mòdul Bàsic is and why it is not a price per m²
The module is a calculation unit of the architects' colegio. From it, with coefficients for building type and the nature of the works, a reference project budget is derived that is needed for the procedures around the project, not for the contract with the builder. The 2026 value, 677 €, is 4.73% up on the previous one and applies from 1 January 2026.
The project itself receives its visado once and in one colegio, even where it is supplemented by private designs (art. 3), and that can be any competent colegio, for example Col·legi d'Arquitectes de Catalunya (art. 5). Using 677 € as a construction price is not possible: the module knows nothing of your plot, the terrain, the depth of the connections, the finishing standard or the builder's workload this quarter.
What makes up a house budget
| Budget item | What it includes | Where to find the figure |
|---|---|---|
| Land and preparation | Price, transaction taxes, geology, demolition, soil removal | The transaction and the geologist's report, see geotechnical surveys |
| Design and visado | Projecte bàsic, projecte executiu, visado at the colegio | Architects' proposals, reference budget from the module |
| Licence and charges | Llicència urbanística, municipal charges and ICIO | The municipality's ordenanza fiscal, see obtaining a licence |
| Construction works | Structure, roof, facade, services, finishes, grounds around the house | Budget by chapters from two or three builders |
| Supervision and insurance | Dirección de obra, quality control, compulsory insurance | Proposals from technical specialists, see technical supervision |
| Connections and occupancy | Water, electricity, sewerage, first occupancy and the cédula (fitness-for-habitation certificate) | Utility company tariffs, the municipality's procedure |
| Contingency | A separate line for finds and changes | Set by you, not by the builder |
A new building in Catalonia requires a prior licence, llicència urbanística (art. 187 Llei d'urbanisme). Whoever decides on, programmes and finances works for themselves or for subsequent sale is, under art. 9 Ley de Ordenación de la Edificación, considered the promotor, with all the duties of that role. LOE also sets liability periods: a year for finishes, three years for defects affecting habitabilidad, ten years for the structure (art. 19). A finished house receives a cédula de habitabilidad, and for new assets it is valid for 25 years (Decret 141/2012, art. 9).
Where to get prices for the budget
In Catalonia the reference is BEDEC, the reference price database of the ITeC institute (ITeC). It gives prices of individual elements and unit rates, not a price per metre of a finished house: from it a budget is assembled against measurements and a schedule of works.
Commercial portals are built more simply and are therefore more dangerous. The portal preciom2 publishes references for a full refurbishment of a standard flat in Spain, 450–900 €/m², and a premium of 15–25% for Barcelona, Madrid, the Basque Country and the Balearics, while noting a spread of up to ±20% itself (preciom2). That is a flat refurbishment, not new house construction, and those figures cannot be carried over to a build. I have no comparable open figure for a house, so I do not quote one.
How to assemble the budget for your house
- Obtain the planning regime certificate for the plot and the geologist's report before buying.
- Commission the projecte bàsic and firm up the schedule of works against it.
- Take measurements and assemble the budget by chapters, with prices from the reference database.
- Request proposals from two or three builders and compare them by chapter, not by the total.
- Add licence, charges, supervision, insurance and connections as separate lines.
- Put the contingency on its own line and only then divide the total by the floor area.
Worked example, not a forecast. The round figures are taken for the arithmetic and are not a market reference.
| Item | Amount |
|---|---|
| Land with conveyancing | 500,000 € |
| Design, visado, supervision | 60,000 € |
| Licence and municipal charges | 40,000 € |
| Construction works per the budget | 600,000 € |
| Connections and occupancy | 30,000 € |
| Contingency, 10% of the works | 60,000 € |
| Total project budget | 1.29 M€ |
If the works budget turns out 15% higher, that is 90,000 €, and the contingency covers it only in part. The arithmetic shows where the project breaks: not in the price per metre but in the size of the contingency and in the term.
When this method does not work
It gives no answer to anyone who needs a single back-of-the-envelope figure before choosing a plot: until the land regime certificate and the geologist's report are in, any calculation remains guesswork. Nor does it suit a hard completion date: the licence is tied to the design, and obtaining it depends on the municipality. If the capital is needed by a set date, building a house is not the right format.
Assembling the budget line by line together with taxes and exit costs is convenient in the investor calculator, and working with the cost plan is covered in the article on the project cost plan.
Questions and answers
What does it cost to build a house in Barcelona per square metre?
There is no public figure per metre. The COAC Mòdul Bàsic for 2026 is 677 €, but that is a base for reference budgets with coefficients, not a construction price. The real price comes from a budget against measurements and from builders' proposals.
What is the Mòdul Bàsic 2026 and what is it for?
A calculation unit of Col·legi d'Arquitectes de Catalunya, 677 € for 2026, up 4.73%, in force from 1 January 2026. From it, with coefficients, a reference project budget is derived for the procedures around the project.
Can you take BEDEC prices and get the cost of a house?
BEDEC gives reference prices for elements and unit rates, not the price of a finished asset. The cost emerges after measurements and a schedule of works, and it is still checked against builders' proposals.
Which compulsory costs are most often forgotten?
The licence and municipal charges, technical supervision, compulsory insurance, utility connections and first occupancy. The contingency and the cost of time are forgotten separately: while construction runs, the capital is tied up.
Who is liable for defects in a new house?
LOE sets liability periods: a year for finishes, three years for defects affecting habitabilidad, ten years for the structure. How those periods work in your contract is gone through with an abogado.
