Development finance and loan drawdowns

Bank funding usually follows certified progress and conditions; model equity, interest, fees, works certificates and drawdown delays.

Bank funds normally arrive after progress is certified and conditions are met. The model must account for equity, interest, fees, works certificates and delayed drawdowns.

Make documents work in the timetable and cash flow

A file with the right name does not settle the issue. Check that it applies to the site, scheme and stage. Record its signatory, validity, conditions and dependencies on other parties. Only then transfer its implications to the cash and decision timetable.

Legal, technical and banking documents answer different questions. An investment register connects evidence, open issue, owner and consequence. The general approach appears in DNPI's investment analysis; a qualified specialist must confirm a particular rule as of the review date.

Work in sequence without false precision

Start with the equity and debt schedule. Record alternative interpretations if a document allows them. Then check conditions for the first and subsequent drawdowns and ensure each piece of evidence relates to the same project stage.

Turn covenants and the liquidity reserve into tasks. Each needs an owner, input data and a date by which the next participant needs the result. A programme without these connections produces exact-looking dates that no one has undertaken to meet.

Write a decision-ready conclusion

State what is confirmed, what remains conditional and what decision can be made now. Do not guarantee the timetable of an authority or a market outcome. If the range is wide, explain its causes and the cost of better information. Where the contract allows, connect the next payment to closing the relevant condition. The related DNPI check does not replace bank or site documentation.

An example without invented numbers

One information pack looks complete but does not prove the equity and debt timetable. Another has less marketing material but establishes drawdown conditions and traces the effects of covenants and liquidity reserves through the budget and schedule. Use the second for the base case; keep the first conditional.

Red flag: if the scheme cannot withstand one delayed drawdown, its cash plan is too tight. Pause before another commitment, obtain a targeted review and update the model. Retentions, guarantees and exit rights require agreement in the contract, not a unilateral decision.

Register conditions across legal, banking and technical teams

Use a table covering the document, party, validity, condition and evidence of compliance. The bank does not replace technical checks, and a certificate does not replace contractual responsibility. When a condition changes, the register owner checks linked drawdowns, insurance, permits and payments before confirming the next stage.
