Investing in Land Plots in Barcelona: How It Works

A plot in Barcelona and its suburbs is bought for the right to build. The price is set by land class, licence and timing, and there is no rent to pay for the waiting.

Investing in a land plot in Barcelona and its suburbs means buying land for the right to build on it. The price depends on what may be built on the plot and when the permit can be obtained. There is no rent: money comes back on sale or after construction. DNPI Capital has one completed land project, Sitges, and its figures are below.

What makes up the price of a plot

The price comes from three things: the legal class of the land, the planning parameters and the stage of permits. The class decides whether housing can be built at all. The parameters, above all edificabilidad (permitted buildable area), decide how much. The stage decides when and with what risk.

In Catalonia, land classes are defined by the Llei d'urbanisme (Catalan Urban Planning Act, Decret legislatiu 1/2010):

Land classWhat it is under the lawWhat the buyer checks
Sòl urbà consolidatUrban land that is already ready for building or nearly so (art. 29–30)Whether there is an immediate right to a licence, and what the edificabilidad is
Sòl urbà no consolidatUrban land inside a sector or polígon (planning unit) where urbanisation is not yet finished (art. 31)Who pays for urbanisation, and what share of the land goes to the city (art. 43–44)
Sòl urbanitzableLand for the city's future growth, which can be built on after a plan parcial (partial plan) (art. 33)Whether the plan has been approved and within what timeframe
Sòl no urbanitzableProtected and rural land (art. 32 and 47)Residential construction is restricted and parcelling is prohibited (art. 47.2)

Solar is a plot in sòl urbà that is fit for building, with urbanisation complete and building lines defined, that does not sit in a sector or polígon awaiting development and does not require ceding land for streets (art. 29). Such a plot can be built on under a licence straight away. The others go through planning and urbanisation first. One exception: in sòl urbà, building at the same time as urbanisation is allowed if a guarantee is posted beforehand (art. 41.1).

The rules change. From 1 January 2026, plans must reserve land for protected housing (vivienda de protección pública): 50% of the residential floor area (sostre) in new sòl urbanitzable sectors and 40% in sòl urbà no consolidat. Before that the figures were 40% and 30% (Decret llei 2/2025). The rule sits in art. 57.3 of the Llei d'urbanisme as amended by Llei 11/2025 of 29.12.2025; at least half of the reserve goes to rental housing. There are exceptions for plans approved before 1 January 2026 and for rural municipalities. Less floor area is left for open-market sale, and this has to go into the calculation before purchase.

What the Sitges project showed

The plot in Sitges was bought for 509,250 €. Permits and licences cost 20,000 €. Two years later the plot was sold with a licence for 760,000 €. The difference before other costs is 230,750 €, that is, the sale price minus the purchase price minus 20,000 €.

Taxes, financing, closing and other costs are not included in this difference. It is not net profit and not the investor's return, and past results do not guarantee future ones. One project is not statistics, it shows the mechanics: at exit the buyer received a plot with a licence, which is a different product from a plot without one. Details are in the Sitges case, and the price gap between a plot with and without a licence is covered in the article on a plot with and without a licence.

What taxes the buyer of a plot pays

The tax depends on the seller and on whether the law treats the plot as buildable. If the seller is a business and the plot is buildable, meaning it is a solar or land with a building licence, the sale is subject to IVA (VAT) at the standard rate of 21% (art. 20.Uno.20 and art. 90 of Ley 37/1992). The notarial deed is then subject to AJD (stamp duty) at 1.5% (ATC).

If the seller is a private individual, or the plot is rural and not buildable, there is no IVA and ITP (transfer tax) is paid. Since 27 June 2025 in Catalonia this is a scale: 10% up to 600,000 €, then 11%, 12% and 13% on successive parts of the value (Agència Tributària de Catalunya). A separate rule: land in the process of urbanisation is not exempt from IVA, even if it has not yet become buildable.

Whether the buyer recovers IVA, and how that depends on the form of ownership, is a question for an asesor fiscal (tax adviser). The full tax map is on the page on taxes for a foreign investor.

Who a plot does not suit

A plot does not suit you if you need income every month: while permits are pending it earns nothing, while maintenance costs and taxes keep running. It does not suit someone who needs liquidity: the Sitges term was two years, and for another plot it may be longer. And it does not suit someone who is not ready to read a planning document and decide from the paperwork rather than from the sea view.

Next step

To see how a plot fits your strategy, look at the land direction and run scenarios in the investor calculator. How to check the land class itself is covered in the article on suelo urbanizable and consolidado.

Questions and answers

Can a house be built on any plot?

No. Housing is built on land that the law and the plan give that right to: on a solar or after urbanisation. On sòl no urbanitzable residential construction is restricted and parcelling is prohibited (art. 47 of the Llei d'urbanisme).

How does a solar differ from an ordinary plot?

A solar is fit for building immediately: it is in sòl urbà, urbanised, has defined building lines, and nothing has to be ceded for streets. An ordinary plot lacks at least one of these conditions.

Does a plot earn income while you wait for a licence?

No. A plot usually has no rent, but maintenance costs and taxes do exist. The result appears on sale or after construction.

What tax is paid when buying a plot in Catalonia?

If the seller is a business and the land is buildable, it is IVA at 21% and AJD at 1.5%. If the seller is a private individual or the land is rural, it is ITP on a scale of 10–13%. A specific case is checked by an asesor fiscal.
