Barcelona, Málaga, Valencia: How the Markets Differ for an Investor

According to the Ministerio de Vivienda for Q2 2026, a metre costs €4,602 in Barcelona, €3,321 in Málaga and €2,973 in Valencia. Málaga and Valencia grow faster; purchase tax differs by region.

The markets differ in price per metre, speed of growth and purchase tax, not in "quality". According to the Ministerio de Vivienda for Q2 2026, the appraised value of housing is €4,602/m² in Barcelona, €3,321/m² in Málaga and €2,973/m² in Valencia. Over the year Barcelona rose 6.9%, Málaga 14.8% and Valencia 17.0%. The general ITP (transfer tax) rate on resale housing is 10–13% in Catalonia, 7% in Andalusia and 9% in the Valencian Community (11% on values above 1 M€).

What do price per metre and annual growth look like?

The figures come from table 4 of the Ministerio de Vivienda y Agenda Urbana, valor tasado (appraised value) of housing in municipalities with more than 25,000 inhabitants. These are valuations by bank appraisers for mortgages, not transaction prices.

The INE row comes from the press release of 7 September 2026. It is calculated for the region and on transactions, so it does not match the MIVAU valuations. Málaga's sample of appraisals is a third the size of Barcelona's, so its figure describes typical flats better than individual districts.

Fast growth from a low base does not mean it will continue. A percentage of €2,500 works differently from a percentage of €4,300, and a one-year gap between the cities does not yet explain what comes next.

What does 1 M€ buy at the average price per metre?

Worked example, not a forecast: divide 1 M€ by the average valuation, before tax, renovation and costs. Barcelona gives about 217 m², Málaga about 301 m² and Valencia about 336 m². The arithmetic shows scale, not quality: in central Barcelona a metre costs more than the city average, and in Málaga and Valencia the spread between districts is wide too. The 1 M€ threshold at DNPI Capital refers to the project, not to the size of a flat.

How much purchase tax do you pay?

The tax difference on €500,000 is noticeable even before renovation.

RegionGeneral ITP rate, resale housingOn €500,000, worked example
Catalonia10% up to €600,000, then 11–13%; 20% for a gran tenedor (large property holder) and for a whole residential building (ATC)€50,000
Andalusia7% (Junta de Andalucía); reduced rates for certain categories of buyers€35,000
Valencian Community9% for transactions arising from 1 June 2026, and 11% on values above 1 M€ (Ley 5/2025, art. 33); before that date the rate was 10%€45,000

A new build is taxed differently, see IVA and ITP on a new build. More on the Catalan bands: progressive ITP scale.

What are the rules for rentals and tourist flats?

Barcelona is among the stressed-market zones under article 18 of Ley 12/2023 (BOE of 15 March 2024): the price of a new long-term lease is capped there. The mechanism is described in the article on the stressed-market zone. I found no confirmation that such zones have been declared in Málaga or Valencia; the Ministerio de Vivienda publishes new lists in the BOE every quarter, and they should be checked before a deal. The rental rules are also changing in October 2026: Real Decreto-ley 29/2026 has applied since 8 October, but Congress has not yet ratified it, and the previous act of the same name was repealed on 2 October.

Tourist flats are regulated by the city. In Barcelona their licences are due to be phased out by November 2028, see the 2028 ban. For Málaga and Valencia the rules must be read in local documents: they have changed and may change again.

What do city averages not show?

These figures describe the city as a whole. Within Barcelona, Eixample and Gràcia differ in buildings, in the age of houses, in the mandatory inspections (ITE) and in the owners' communities, see Eixample and Gràcia. The same holds for the districts of Málaga and Valencia, but there is no data on them here.

The comparison does not say which market suits an investor: the answer depends on the goal, the term and the share of costs the investor can accept at entry. DNPI Capital works only in Barcelona and its suburbs, and the other cities are described from open data. You can run a deal through your own numbers in the investor calculator.

Questions and answers

Where is housing cheaper, Málaga or Valencia?

By the MIVAU appraised value for Q2 2026, Valencia: €2,973/m² against €3,321/m² in Málaga. These are city averages, not prices for specific districts.

Which city is growing faster?

Over the year to Q2 2026 the fastest is Valencia (+17.0%), then Málaga (+14.8%) and Barcelona (+6.9%). Past growth does not determine future growth.

Where is the purchase tax lower?

For resale housing the general rate is 7% in Andalusia, 10–13% in Catalonia and 9% in the Valencian Community (from 1 June 2026; 11% on values above 1 M€). Buyers' personal reliefs are not included.

Is Málaga or Valencia suitable for a project from 1 M€ at DNPI?

DNPI Capital works only in Barcelona and its suburbs, so other cities are not considered for the company's projects.
