The Maresme and Garraf Coast: What Can Be a Project Here
Maresme and Garraf offer houses, plots and flats by the sea at lower prices than Barcelona, but the coastal law, flash-flood rieras and planning decide what can be built, not the price per metre.
Property in Maresme and Garraf can be a project if three things are checked before the price: the legal regime of the coastal strip, the flood zone of the nearest riera and the planning status of the plot. By Tinsa valuations for Q3 2026 a metre costs 2,507 € in Mataró and 2,664 € in Vilanova i la Geltrú. That is cheaper than Barcelona, but the sale exit and the right to build depend on the specific street.
How much the coast costs: Maresme and Garraf
Tinsa (IMIE Mercados Locales index, Q3 2026) calculates the average valuation per metre of finished housing, new and second-hand together. These are valuation prices, not listing prices or closed deals.
| Municipality | Coast | €/m² | Over 12 months |
|---|---|---|---|
| Barcelona (for comparison) | 4,597 | +10.31% | |
| Mataró | Maresme | 2,507 | +10.25% |
| Vilanova i la Geltrú | Garraf | 2,664 | +13.47% |
Sources: Tinsa pages for Mataró, Vilanova i la Geltrú and Barcelona. For Sitges and the small Maresme towns (El Masnou, Premià de Mar, Vilassar de Mar) I found no open Tinsa figures. About Sitges, the Ministerio de Vivienda data (valor tasado, appraised value, as reported by 3Cat on 17 September 2026) show only that it is named among the most expensive towns in Catalonia, with growth of 2.3% over the last quarter. I give no numbers.
Transport: confirmed lines
The Maresme coast is served by Rodalies R1, which runs along the sea through El Masnou, Premià de Mar, Vilassar de Mar and Mataró and on to the north. Garraf is served by R2 Sud: Sitges and Vilanova i la Geltrú are on this branch towards Sant Vicenç de Calders. Check routes and service interruptions on the Rodalies website; the list of stations was checked against the line descriptions.
Three checks before the price
The coastal law. Under Ley 22/1988 de Costas (art. 23 and 25, consolidated BOE text, updated 17.12.2025 per BOE metadata), in the protection zone 100 metres wide from the inner boundary of the ribera del mar (shore zone), and up to 200 by decision of the state administration, residential buildings are prohibited. For land that was urban in 1988, under the transitional rule (disposición transitoria tercera, para. 3) the width of this zone is 20 metres. In practice the scope to rebuild or extend a "house by the sea" may be restricted. The position of the house relative to the deslinde line (the boundary of the maritime public domain) is checked by an abogado (lawyer).
Flash-flood rieras. Maresme has many seasonal watercourses. According to a study by the Consell Comarcal del Maresme, reported by 3Cat on 22 April 2026, 65 rieras were analysed, about 105 thousand people live in the flood-risk zone, and adaptation will need about 685 M€ through 2050. The ten priority rieras named include the riera Premià and the riera Cabrils. This is a check of a specific address against the flood maps of the Generalitat and the municipality, not a general assessment of a town.
Planning. The coastal strip 500 metres wide from the boundary of the maritime domain is protected on non-urbanised land under the Pla director urbanístic del sistema costaner, approved in 2005. The land class and building parameters are found in the municipality's planning document, and the procedure is described in the article on suelo urbanizable and consolidado.
What can be a project
Three options, each with its own set of risks.
- Renovating and reselling a flat or house. Needs a check of the cédula, the ITE (building inspection) and conformity of what is built with what is permitted, see illegal works.
- A plot for a house. The most sensitive to regulation: land class, the coastal strip, access to utilities. Of DNPI's completed projects, Sitges in Garraf concerns land: the plot was bought for 509,250 €, permits and licences cost 20,000 €, and it was sold with the licence for 760,000 €, over two years. The difference before other costs is 230,750 €. That is the sale minus the purchase and the stated costs; taxes, financing, formalities and other costs are not included. It is not net profit or an investor's return, and past results do not guarantee future ones. Details are in the Sitges case and in the analysis of plots for residential houses in Sitges and Sant Pere de Ribes.
- Letting. The rules for short-term lets are set by the Generalitat and the municipality, and they differ from Barcelona's. Check the regime of the specific municipality before buying.
Worked calculation: what 1 M€ buys
Worked example, not a forecast. At the average Tinsa valuation prices, 1 M€ corresponds to roughly 399 m² in Mataró and 375 m² in Vilanova i la Geltrú, against 218 m² in Barcelona. The figure is notional: the averages mix flats and houses, and taxes, renovation and purchase costs are not included. See the full list of cost items in the article on the full budget of an investment project.
Who the coast does not suit
It does not suit those who buy a "sea view" and are not ready to check the coastal strip and flooding: flood risk affects insurance and resale, and the terms are confirmed with the insurer. It does not suit those expecting a quick exit: there are fewer buyers for individual houses by the sea, and the time to sell is not known in advance. It does not suit those who choose by the past year's price growth: +10–13% by Tinsa describes the past.
For a comparison with the city, the article on criteria for choosing a Barcelona district is useful. The figures of a specific project can be run through the investor calculator.
Questions and answers
Can I buy a plot by the sea and build a house?
Not always. You need to check the land class, the Ley de Costas protection zone and the plan's regime. In the protection zone 100 metres wide from the inner boundary of the ribera del mar residential buildings are prohibited (art. 25 Ley de Costas), and for land that was urban in 1988 the zone is narrower.
Is Maresme cheaper than Barcelona?
By Tinsa for Q3 2026, Mataró costs 2,507 €/m² against 4,597 €/m² in Barcelona. These are average valuation prices, and the spread between streets is large.
How do I get from Sitges to Barcelona?
By Rodalies R2 Sud to Barcelona Estació de França and on from there. Check journey times in the Rodalies planner.
Is there a flood risk in Maresme?
Yes, first of all from the flash-flood rieras. A specific address is checked against flood maps, not against district averages.
