Changing utility account holders: when a boletín eléctrico is needed

For electrical installations over 20 years old, the supplier requires an accredited installer's certificate before transferring the contract to the new owner.

What changing the account holder involves

Changing the titular of water, electricity and gas contracts transfers the supply agreement's rights and obligations to the property's new owner. It requires identification for the previous and new account holders, contracted power details, the property address and the CUPS: the 20-digit code identifying the electricity connection, shown on every electricity bill.

The transfer itself is usually free and takes 15–20 working days from application. It is a standard step after buying property in Barcelona and generally runs smoothly.

Water, electricity and gas are three separate contracts with three different suppliers. Each account-holder change requires a separate application with its own contract reference. A single request cannot transfer all three: changing electricity does not automatically change water or gas, and each application must be submitted and tracked separately.

In practice, the new owner usually submits the request, but the former account holder also needs confirmation that their contractual obligations have ended. Otherwise, they remain responsible for charges at a property they have already sold.

When an additional requirement arises

If the electrical installation is over 20 years old, the supplier requires a Boletín de instalaciones eléctricas: an accredited installer's certificate confirming that the wiring meets current safety standards. The transfer will not proceed without it. A boletín typically costs €100–150.

For an investor buying in an older building in Barcelona's historic centre, this is a likely scenario rather than a theoretical risk. If the building predates the 2000s and its wiring has not been replaced, a boletín will almost certainly be required.

Where to budget for it

A practical sequence:

  1. Check the installation's age from property documents or a visual inspection of the distribution board.
  2. If it is over 20 years old, budget €100–150 for a boletín before applying for the account transfer.
  3. Submit the complete application: both parties' ID, contracted power, address and CUPS.
  4. Allow 15–20 working days rather than expecting an immediate transfer, particularly when planning a tenant's move-in or the start of works.

Overlooking this will not stop the sale, but may delay renovation or tenant occupation by several weeks if the boletín is requested at the last minute rather than allowed for in advance.
