Change of use in Barcelona: from commercial to residential
Turning a former shop into a flat, or the other way round, takes more than an ordinary renovation: the change of use (canvi d'ús) is processed within the major works licence, and the premises must meet the standards of the new category.
Turning a former shop into a flat, or a flat into commercial premises, is only possible through canvi d'ús, a change of use (cambio de uso in Spanish). In Barcelona this is not a separate licence: it is classified as major works and processed within the llicència d'obres majors, together with the full technical project, not as a stand-alone permit. An ordinary works notification is not enough, and the premises themselves must meet the standards of the new category.
Why a renovation is not enough
Moving premises from one use category to another, for example from local comercial (commercial premises) to vivienda (housing) or back again, changes their legal status. Until the municipality approves the llicència d'obres majors covering the change of use, the premises remain classified under the old category, even if they are already physically fit for the new use.
Technical requirements for a dwelling
A home has to meet minimum standards: natural light and ventilation, a minimum floor area and ceiling height, and utility connections adequate for someone to live there.
Not every commercial unit can meet these requirements at all without major reconstruction. A technical professional needs to check this, and before the purchase, not after.
Timelines and typical obstacles
Because it is processed within the llicència d'obres majors, the timeline is that of a full major works licence: it requires a complete technical project and review by the municipality's technical departments.
In the protected areas of central Barcelona, a change of use may be further restricted by rules on preserving the historic character of ground floors. This is checked separately for each address.

Questions and answers
Can a basement be converted into a home?
As a rule, no, or only with serious restrictions. The natural light and ventilation standards for housing rarely allow a basement to be reclassified as vivienda, barring exceptional circumstances.
Does a change of use affect IBI?
It can. The use category is one of the factors behind the cadastral value, and IBI is calculated on that value. So after a change of use, the annual property tax may change too.
