Boutique Hotel in Barcelona's Old Town: Limits and Value

Under the current plan no new hotels open in Ciutat Vella, so a boutique hotel's value in the old town rests on its licence and building. Small size makes it more exposed to weak months.

A new boutique hotel cannot be opened in Barcelona's old town under the current plan: in the first PEUAT zone, which includes Ciutat Vella, new tourist accommodation is not permitted. So the value of such a property is made up of a valid licence, a historic building and limited supply, while the risk comes from a small number of rooms, heritage protection of the building and costs that do not shrink. Here is what that means in money.

Can a boutique hotel be opened in the Gothic Quarter

No, if we are talking about a new hotel. Verificat cites the PEUAT rule for zone 1: "ningún nuevo tipo de alojamiento turístico" (no new type of tourist accommodation), and in zone 2 a new one is possible only in place of one that has closed. In November 2023 a municipal commission voted for exceptions for "singular" projects, but in Verificat's assessment this is a political signal with no legal effect. I found no changes to the plan in this direction as of October 2026. Zoning is covered in the article on PEUAT, and the general picture of the old centre is described in the article on Ciutat Vella.

Two routes remain: buy a working hotel, or a building with a hotel licence already in force. Whether the right to operate survives a change of owner and operator is a separate question, for an abogado and the municipality.

What may be done with a working hotel

According to Hosteltur of 10 December 2021, the amended PEUAT allowed refurbishment of working hotels in the centre without the earlier 20% cut in places. Growth is not allowed, though: the plan does not permit an increase in places in the central zones. For an investor this means the number of rooms in a purchased property is fixed, and a business plan cannot be built on expansion.

How heritage protection changes the project

Boutique hotels in the Gothic Quarter are housed in old buildings, and a building may turn out to be in the protected catalogue. The Ajuntament describes four levels of protection in its special plans: A (national cultural heritage), B (local), C (urban planning interest), D (documentary interest). A building's level is given in its catalogue entry and is checked before a price is offered. What exactly may be changed in the façade, the courtyard and the structure depends on the level, and the general rules are set out in the article on protected buildings in the centre.

Protection is layered on top of the technical side. The choice of hotel category sets the requirements of Decret 159/2012, for example a guest lift from three levels for 3* and 4*, as shown in the article on the reconstruction budget. In a narrow building with a historic staircase this is a separate engineering and approvals task, see the article on installing a lift.

Why small size is dangerous: break-even

A worked example, not a forecast. The assumptions are mine: an average rate of 177.4 € (Barcelona's average ADR for 2025 per Colliers), variable costs of 30% of revenue, fixed costs of 600,000 € a year for a 20-room boutique hotel and 1.2 M€ for a 60-room hotel. Fixed costs grow more slowly than the number of rooms, because a night reception, a manager, accounting and IT are needed by any hotel.

20 rooms60 rooms
Fixed costs for the year600,000 €1.2 M€
Fixed costs per room30,000 €20,000 €
Break-even occupancy66%44%

Barcelona's occupancy in 2025 per Colliers was 80.7%, but per INE in January and December 2025 it was 63.6–63.7%. In my example the boutique hotel in those months runs below break-even, and the 60-room hotel above it. A real boutique hotel in the centre may charge a higher rate, but you cannot count on that in advance. In winter the rate is below the annual average (per INE, Barcelona's ADR was 132.93 € in January 2025 and 131.41 € in December), so the winter picture in the example is more optimistic than the real one. How seasonality affects the money is shown in the article on Barcelona's seasonality.

Where the value comes from

Four things, none of which guarantees a price: a licence that cannot be obtained again, the location, a building with character, and the ability to sell a room at a higher price than in an ordinary city hotel. I have no confirmed open figures on a premium for boutique hotels in Ciutat Vella, so none are given. How a hotel is valued is covered in the article on price per key and EBITDA.

What to check before buying

  1. The licence status and the entry in the Registre de Turisme de Catalunya.
  2. The building's protection level in the catalogue and the condition of the structure (a technical specialist's report).
  3. Who the operator is, under what contract and for what term, see the article on lease and management.
  4. Monthly revenue for three years.
  5. Tax obligations for collecting the tourist tax: Barcelona's surcharge from 1 April 2026 is 5 € a night and will rise.

Who this property does not suit

Anyone expecting more rooms or a change of use: the plan does not allow it. Anyone who needs a simple, steady operating result: a small hotel depends more on each month. And anyone not ready to check the building and the licence before agreeing a price. DNPI's general approaches to hotel projects are collected on the hotel strategies page.

Questions and answers

Can a new hotel be opened in the Gothic Quarter?

Not under the current PEUAT: in zone 1, where Ciutat Vella lies, new tourist accommodation is not permitted. The idea of exceptions for "singular" projects, adopted in a commission in 2023, has no legal force.

Can a purchased boutique hotel be expanded?

The plan does not allow an increase in places in the central zones. Refurbishment with the number of places kept is allowed by the 2021 amendment.

What is Barcelona's heritage catalogue?

It is a register of protected buildings with four levels of protection, A, B, C and D. A building's level is given in its entry.

Why are small hotels riskier?

Fixed costs per room are higher, so the break-even occupancy is higher. In my worked example it is 66% against 44%.
