Energy Certificate and Apartment Sale Price: Is There a Link

The link between the certificate letter and price in Spain has been measured, but the figures diverge: from 1.3% per letter to 9.7% between extreme classes. I found no separate estimate for Barcelona.

There is a link, but its size depends on how it is measured. Banco de España put the difference between the most efficient and the least efficient homes at 9.7%. A study by IESE and Tinsa found 1.3% per certificate letter, other things equal. I found no separate figure for Barcelona in open sources, so for your own property the premium is counted from comparables, not from averages.

What Banco de España and IESE with Tinsa measured

The two studies answer different questions, and that is the main reason for the gap.

Sources: Banco de España and the Tinsa press release. The IESE and Tinsa authors themselves write that a simple comparison of average prices by letter would give about 9.4% per letter, but it mixes the effect of the certificate with the quality and age of the building. So their 1.3% is closer to answering the investor's question, "how much will the upgrade itself add", while Banco de España's 9.7% describes the market as a whole.

Why the figures cannot be carried over to Barcelona

Both studies are national. IESE and Tinsa show a spread across regions: above 4% in the north (Asturias, Cantabria), about 1% in Madrid and Andalusia. I found no figures for Catalonia or Barcelona in these materials. Banco de España notes that the effect is stronger for detached houses and for municipalities with high heating needs. An apartment in a multi-unit Barcelona building does not fit the first description.

Tinsa separately reports in a blog post of 9 July 2026 that Spain has not yet adopted the new EU-wide scale of classes, and that a schedule of future primary energy coefficients may shift the letter of some buildings without any renovation (Tinsa). That is the author's forecast, not a rule in force. For a transaction it means one thing: the studies' figures describe past sales, not future ones.

What the law requires for a sale

A certificate is needed for an existing building or part of one that is sold or let to a new tenant (art. 3.1.b of Real Decreto 390/2021). A new certificate is also needed after a renovation that changes thermal installations requiring a separate project or affects more than 25% of the building envelope's surface (art. 3.1.d). It is valid for up to ten years, for class G five (art. 13.1). For the certificate to have legal force, it is registered with the autonomous community's body, in Catalonia the ICAEN (ICAEN register). The letter is stated in every sale listing (art. 15.2 and 17.3), and a copy of the registered certificate is attached to the sale contract (art. 17.2). The basic obligations are covered in more detail in the article on the energy certificate.

A separate piece of news: Real Decreto 659/2025 amended RD 390/2021. It was published on 23 July 2025 and came into force after twelve months, that is on 23 July 2026 (BOE). It does not change the obligation to have a certificate for a sale or its period of validity. It introduces a procedure for admitting certifying technicians and lets the community's body annul certificates issued by a technician who did not meet the requirements. The practical conclusion: before ordering, check the technician's qualification and registration.

When a renovation changes the letter

A certificate describes the state of the building on the date it is issued. If the state has changed after a renovation, a new procedure is needed, and the old letter will not update itself. So the certificate for a sale is ordered after the works, not before.

The letter is determined by the building envelope and the building systems: windows, insulation, heating and hot water, ventilation. Floor coverings and the kitchen usually do not affect it. Part of this work concerns the common elements of the building and is decided at the comunidad de propietarios (owners' association) meeting, as in the article on neighbours' consent. If the works touch the envelope, the project also checks the requirements of the Código Técnico de la Edificación (CTE, the national building code), document DB-HE on energy saving; which rules apply is determined by the technician for your property. If the renovation goes ahead under a project in the LOE sense (Ley 38/1999), it is convenient to have the same technician calculate the class before the works start.

Worked example: how much can be spent on a "letter"

A worked example, not a forecast. An apartment of 70 m², sale price 500,000 € (an assumption). Selling costs 4% (an assumption, as in the article on the finish standard).

Assumed premiumPrice increaseAfter selling costs
1.3% (one letter, IESE and Tinsa average)6,500 €6,240 €
3.3% (the C→B step)16,500 €15,840 €
9.7% (between extreme classes, Banco de España)48,500 €46,560 €

The last column is the ceiling: if raising the letter costs more, it is paid for out of your return. For windows or façade insulation the budget often comes out above the first row. How to read such a budget is described in the article on the renovation budget, and what a renovation costs overall in the piece on the price per m².

When this logic does not work

It does not work for properties where the letter depends on the building's common elements: if the façade and roof are shared, your apartment renovation will barely change the class. It applies poorly to protected buildings, where restrictions on the façade and windows prevent improving the envelope. And it says nothing about buyers who do not care about the class, for example those who plan their own renovation.

It is convenient to test your hypothesis in numbers: set the premium, the cost of works and the timing side by side in the deal analysis, and check the exit price through the property valuation. Which papers to hand to the buyer after the works are described in the article on documents after renovation.

Questions and answers

Does the energy certificate affect an apartment's price in Barcelona?

For Spain the link has been measured: from 1.3% per letter to 9.7% between extreme classes. I found no estimate for Barcelona specifically, so check against comparable sales in your district.

Is an energy certificate needed to sell an apartment?

Yes, for existing housing that is sold. A copy of the registered certificate is attached to the sale contract, and the letter is stated in the listing. Special cases should be checked with an abogado (lawyer).

How long is a certificate valid?

Up to ten years, for class G five years (art. 13.1 RD 390/2021). If the state of the building has changed after a renovation, a new procedure is needed.

Will selling apartments with a poor class be banned?

I found no such ban in RD 390/2021: a sale requires a certificate, not a minimum letter. Tinsa (July 2026) writes that minimum standards for existing buildings in Spain have not yet been adopted, and calls possible restrictions a supposition.
