IBI in Barcelona: the annual property tax that is often underestimated
IBI is the municipal tax on owning property. In Barcelona the rate is 0.66% of the cadastral value, and it is paid by whoever owns the property on 1 January.
IBI is an annual municipal tax on owning property. In Barcelona the rate for residential property is 0.66% of the cadastral value (still in force in 2026). It is paid by whoever owned the property on 1 January; in the year of sale, the split between buyer and seller is best set out in the contract. In a project budget it is a recurring line for the whole term, including the months of renovation.
A simple formula
The Impuesto sobre Bienes Inmuebles is calculated on the cadastral value (valor catastral). For example, a cadastral value of €150,000 gives a tax bill of €990 a year.
Cadastral value is not market value
Valor catastral is an administrative valuation: the value of the land and the building, adjusted for age, quality and location. It is usually well below the market price. You can find it on the seller's latest IBI bill or through the Sede Electrónica del Catastro, the Cadastre's online service. The law calls for a general revaluation of cadastral values roughly once every ten years, but in practice it happens less often: Barcelona's previous ponencia de valores dated from 2001, and the next revaluation did not take effect until 2018, almost 17 years later. The tax can rise after a revaluation.
Who pays in the year of sale
Whoever owned the property on 1 January is liable to the city council for the whole year. However, in 2016 Spain's Supreme Court ruled that the seller can claim a pro rata share from the buyer for the months after the sale, unless the contract says otherwise. To avoid a dispute over this after signing, state explicitly in the contract how IBI is to be split.
Where it sits in the project budget
IBI is part of the holding costs for the whole life of the project, including the renovation, when the property earns no income. Alongside it sit the owners' association fees and insurance; more on these in our article on the holding costs of an empty property.
Questions and answers
Does IBI change after a flat is renovated?
Not after a cosmetic renovation: the cadastral value stays the same. Major reconstruction, a change in floor area or a change of use can lead to the cadastral records being revised, and the tax with them.
Does the buyer need to check that IBI has been paid for previous years?
Yes. Unpaid IBI is a charge on the property itself, and the city council can recover the debt from the new owner. Ask the seller for the bills for recent years before the purchase, not after.
