Renovating after buying in Barcelona: procedure, fees, deadlines
Any renovation in Barcelona goes through the Ajuntament before work starts. Which procedures exist, how long a reply takes, which taxes and fees apply and how to build it into the purchase plan.
Renovating a flat after buying in Barcelona starts with the paperwork at the Ajuntament (city council): the application is filed before work begins, and the route depends on its scope. According to the Ajuntament's procedure page, for a comunicat diferit (notice with a council response period) the council has one month, for a licence for major works two months, and three where a fire service or heritage service opinion is mandatory; on top comes the ICIO tax (construction tax) of 4% of the budgeted cost of the works (Ajuntament de Barcelona). These deadlines go into the plan before an offer to the seller.
What paperwork a renovation needs
The type of procedure determines when work can start and how long to wait. First the owner makes a preliminary consultation (consulta prèvia) on the Ajuntament's website: it shows which documents are needed and gives a number for the application. The application is filed by the same person who made the consultation, or their representative.
| Procedure | When to start work | Ajuntament's review period | Urban planning services fee | Time to complete the work |
|---|---|---|---|---|
| Assabentat | After notification | Not required | Free | 3 months from the date of notification |
| Comunicat immediat | After paying ICIO and the fee | Not required, except in a suspension zone | 43 € with technical documentation, 51 € with a project | 6 months from the start date |
| Comunicat diferit | After admission and payment | 1 month | 43 € or 51 € | 6 months from the start date |
| Llicència d'obres majors (licence for major works) | After the decision and payment | 2 months, 3 with a fire service or heritage opinion | 385 €; for new construction, major reconstruction and added volume 4.96 €/m², minimum 385 € | Start within a year, finish within three years |
For comunicats and the licence, the number of an informe d'idoneïtat tècnica (technical suitability report), obtained in advance, is needed. Which procedure suits specific works is determined by the architect or a technical specialist; the differences between the regimes are covered in detail in the article on works permits in Barcelona and in the piece on comunicat and assabentat.
How much taxes and fees come to
On top of the contractor's estimate come ICIO of 4% of the budgeted cost of the works (presupuesto de ejecución material) and the urban planning services fee. The payment document is valid for three months, after which the application is filed again.
IVA (VAT) applies to the works themselves. For housing renovation the rate is 10% instead of 21% if the client is an individual not acting as a business and uses the flat for themselves, the building's construction or reconstruction was completed at least two years before the works began, and the contractor's materials do not exceed 40% of the tax base (art. 91 Ley del IVA). From 1 December 2026, Real Decreto-ley 29/2026 extends the reduced rate to the renovation of homes let as a main residence and requires payment through a bank (BOE). The Congress has not yet validated the decree, so before ordering the works the wording is checked with an asesor fiscal (tax adviser).
Worked example, not a forecast. Budgeted cost of works under a comunicat with technical documentation: 60,000 € excluding IVA.
| Item | Calculation | Amount |
|---|---|---|
| ICIO | 4% of 60,000 € | 2,400 € |
| Urban planning services fee | Comunicat with technical documentation | 43 € |
| IVA on the works when the conditions for 10% are met | 10% of 60,000 € | 6,000 € |
| IVA on the works at the standard rate | 21% of 60,000 € | 12,600 € |
The IVA rate difference of 6,600 € is larger than all the municipal payments put together. What the renovation itself costs per metre and why the figures diverge is explained in the article on renovation costs in Barcelona.
How to plan the timeline from purchase to keys
The timeline is made up of the procedure, the design, materials and the building itself. A working order:
- Before the offer. Estimate the scope of works and the procedure: it determines how many months the flat will stand empty.
- Right after the arras (deposit contract). Commission the design or technical documentation and the informe d'idoneïtat, to file the application soon after the escritura (notarial deed).
- Filing. Consulta prèvia, then the comunicat or the licence application.
- Waiting. A month for a comunicat diferit, two or three for a licence, plus time for corrections if the council asks for them.
- Payment and start. After ICIO and the fee are paid, work begins; under a comunicat it must be finished within six months of the start date.
Long-lead materials are ordered right after the building contract, and in old buildings in the centre the building's rules on working hours, the lift and waste removal are found out in advance.
What to agree with the comunidad before buying
Works inside a flat that do not affect common elements usually do not need the neighbours' consent. If the renovation touches the facade, load-bearing walls, common risers or the roof, a decision of the comunidad (owners' community) is needed; the procedure and the majority of votes are checked with the building's administrator and an abogado (Spanish lawyer). When consent cannot be avoided is covered in the article on renovation and the comunidad. If moving the kitchen or merging rooms is planned, that is clarified before buying.
When leaving the renovation "for later" does not suit
The approach "we'll buy and sort it out" does not suit if the flat is in a building under heritage protection or the works need a licence for major works: the response period rises to three months and the design may need changes. Nor does it suit a buyer who counts on moving in or letting the flat a month after the deal.
The renovation estimate must be in the price before bargaining, otherwise negotiation goes blind. The purchase price together with renovation and taxes can be calculated in the DNPI calculator.
Questions and answers
Do I need a permit to renovate a flat in Barcelona?
Yes, works are registered with the Ajuntament before they begin. Depending on scope this is an assabentat, a comunicat immediat or diferit, or a licence for major works; you start with the preliminary consultation on the council's website.
How long do I wait for a renovation permit in Barcelona?
For a comunicat diferit the Ajuntament has a month, for a licence for major works two months, and three with a fire service or heritage opinion. For a comunicat immediat work begins after the tax and fee are paid.
How much does a renovation licence cost in Barcelona?
ICIO of 4% of the budgeted cost of the works plus a fee: 43 € or 51 € for a comunicat, 385 € for a licence or 4.96 €/m² with a minimum of 385 € for large works. An assabentat is free.
Can I pay 10% IVA for renovating a flat?
Yes, if the client is a private individual renovating a home for themselves, the building is over two years old and the contractor's materials do not exceed 40% of the base. From 1 December 2026 the decree RDL 29/2026 extends the benefit to homes in long-term lets, but the Congress has not yet validated it.
How much time is given to carry out the works?
Under a comunicat the works are finished within six months of the start date, under an assabentat within three months. A licence for major works usually gives up to a year to start and up to three years to finish.
