Sitges: second home or life by the sea, costs and 2026 rules

A metre in Sitges is appraised above Barcelona, and a second home brings costs even when empty. Two purchase scenarios compared, with the cost of ownership for a non-resident worked out.

A flat in Sitges for holidays and a flat for living there all year are two different purchases. Entry is expensive: the average appraised value of housing in the second quarter of 2026 was 4,931.8 €/m², above Barcelona's (Ministerio de Vivienda, table 4). A second home, even empty, brings costs and tax, while for living there the train, the school and the winter decide. The scenario is chosen before the viewings.

A second home (segunda residencia) is a flat or house where the owner does not live permanently. For tax purposes it is a property on which a non-resident pays imputed-income tax every year, even if nothing is let. How Sitges looks next to Vilanova, Cubelles and Sant Pere de Ribes is shown in the comparison of the Garraf coast towns.

How the two purchase scenarios differ

The same town solves two different tasks, and different things have to be checked for each. By the 2021 census, 66.9% of flats in Sitges were main homes, which means a third stand empty for most of the year or are used seasonally (Idescat EMEX).

What a second home costs to own: a worked example

Worked example, not a forecast. A non-resident's flat, cadastral value 200,000 €, IBI (annual property tax) provisionally 900 €, comunidad (owners' association) fees 1,800 €, insurance 300 €, looking after and cleaning 1,200 € a year. Imputed income is 1.1% of the cadastral value if it has been revised since 2012, otherwise 2% (art. 85 of the LIRPF, the personal income tax law, and disposición adicional 55, extended by Real Decreto-ley 29/2026 for 2026). IRNR (non-resident income tax) rate: 24%, and 19% for residents of the EU and EEA (art. 25 TRLIRNR).

Tax on imputed income418 €960 €
IBI, comunidad, insurance, looking after4,200 €4,200 €
Total per year without travel or repairs4,618 €5,160 €

From 1 January 2027 Real Decreto-ley 29/2026 changes art. 85 of the LIRPF: imputed income is calculated on a scale over the sum of the cadastral values, 1.1% up to 100,000 €, 1.5% on the part up to 500,000 €, 2% up to 1 M€ and 3% above (BOE). In the example that is 2,600 € of imputed income. How the scale applies to non-residents is checked by an asesor fiscal (tax adviser); the general order of taxes for a foreign owner is on the page on taxes for the foreign investor.

What the 2026 decrees changed for a second home

Real Decreto-ley 29/2026 (a royal decree-law) has been in force since 8 October 2026, and the Congreso has not yet validated it (as of 13 October 2026), so before deciding the current wording should be checked with an abogado (lawyer). Sitges is in a stressed housing market area under resolution TER/800/2024 (Generalitat), and for such areas the decree gives town halls new tools.

  • Empty homes. The town hall may introduce an IBI surcharge of up to 50% on a home that has stood empty for more than two years without a justified reason (art. 72.4 bis TRLRHL, the local taxation law). A second home counts as a justified reason as long as it has stood empty continuously for no more than four years.
  • Tourist housing. An IBI surcharge of up to 50% of the tax with one property, up to 100% with two and up to 150% with four (art. 72.4 ter), starting with the 2027 IBI and only through an ordenanza (municipal bylaw).
  • Short lets. From 1 December 2026, letting a furnished flat to a single tenant for up to 30 nights is subject to 10% IVA (VAT).
  • Temporary lets. A contract of more than 31 days is admissible with a real reason for temporary occupation stated in the contract, as a rule up to 12 months.

If the flat is let as the tenant's main home, from 15 November 2026 under Real Decreto-ley 28/2026 the contract after five years is extended for another five, and the owner's refusal, as a rule, costs compensation. For a second home you want to return to, that changes the decision.

How to test living in Sitges all year round

For permanent living the commute and the winter decide. Sitges is on the R2 Sud line to Estació de França, with trains on the Vilanova i la Geltrú – Estació de França section on working days every 10 minutes at peak and every 15 off-peak (Rodalies, the Catalan commuter rail).

  1. Travel the route door to door to work or school on a weekday morning.
  2. Come in November or February and walk the street in the evening: how many windows are lit, what is open.
  3. Find out about school places and doctors before buying, not after.
  4. For a house on a hill, count how many trips a day the car will require.

What to check before the arras

  1. The state of the building and the façade by the sea, the comunidad minutes on repairs.
  2. For a house in an urbanización: the status of the development, who maintains the roads, fire requirements and the boundaries of the natural park; more in the article on land for houses in Sitges.
  3. If letting is in the calculation: a written opinion from the abogado that such letting is possible in this building.
  4. The price against closed sales, not neighbouring listings. This is done as part of a property valuation.

Who Sitges does not suit

A second home in Sitges does not suit someone counting on covering costs with tourist lets: licences, surcharges and IVA make that calculation unreliable. For year-round living, the town does not suit those who commute daily to the northern districts of Barcelona or to the Vallès, or those for whom the winter quiet feels like emptiness.

If the purchase is also considered as an investment, compare it with other destinations on the coast; that is done in the article on the Maresme and Garraf for the investor.

Questions and answers

How much does a non-resident pay for a flat in Sitges if it is not let?

IBI, comunidad fees and imputed-income tax: 1.1% or 2% of the cadastral value, taxed at 19% for EU residents and 24% for others. From 2027 the percentage is calculated on a scale over the sum of the cadastral values.

Does an IBI surcharge threaten an empty second home?

Only if the town hall introduces it through an ordenanza and the flat stays empty continuously for more than four years: up to that period a second home counts as a justified reason. The rule was introduced by Real Decreto-ley 29/2026, which the Congreso has not yet validated.

Can one live in Sitges and work in Barcelona?

Yes, if the home is near an R2 Sud station. Trains to Estació de França on working days at peak run every 10 minutes, but the door-to-door time has to be checked for yourself.

Can a flat in Sitges be let while it is empty?

A tourist let requires a licence, and from 8 October 2026 a temporary contract requires a real reason on the tenant's side. An ordinary long-term let is possible, but after five years the contract may be extended for another five.
