Foreign buyers and housing prices: what we know
Cross-border demand can cluster in particular segments. Tax changes incentives, but other countries do not predict Spain.
Foreign demand does not act uniformly across a city. Research shows concentration by location, product and motive, with different responses to buyer taxes.
Cvijanović studies overseas buyers in Paris. Pavlov and Hartley examine targeted taxes and affordability. These papers explain mechanisms; they do not replace Spanish tax calculations or local comparables.
Test the thesis
Define the likely next buyer and collect evidence from the same segment. Also model an exit to domestic demand. A deal that requires one exceptional overseas buyer has concentration risk.
Use the ITP guide, full budget and investment memo to turn “foreigners buy Barcelona” into a testable claim.
