Passivhaus villa: the price premium and how to check it
Nobody has measured the price premium for Passivhaus as such in Spain. Estimates per certificate letter: up to 9,7% (Bank of Spain) and 1,3% per letter (Tinsa). How to verify the claim.
There is no public figure for the price premium of a Passivhaus villa in Catalonia. The closest measurements concern not the standard but the energy certificate letter: the Banco de España found a gap of up to 9,7% between the most and least efficient homes, with a stronger effect for detached houses (Banco de España, Occasional Paper 2508). Tinsa reports 1,3% for a single letter (Tinsa, January 2025). Passivhaus is a voluntary building standard of the Passivhaus Institut, not a legal category: the term does not appear in the texts of RD 390/2021 (Real Decreto 390/2021, on energy performance certification) or RD 314/2006 (the Código Técnico de la Edificación, Spain's building code).
How does Passivhaus differ from an energy performance certificate?
They are two different documents with different force.
| Passivhaus | Certificate under RD 390/2021 | |
|---|---|---|
| Who sets the rules | Passivhaus Institut, a private standard | The State, a mandatory procedure |
| What it assesses | Five principles: insulation, windows, ventilation with heat recovery, no thermal bridges, airtightness (PHI) | The calculated energy performance of the building, expressed as a letter |
| Whether it is needed to sell | No, certification is voluntary | Yes, a copy of the registered certificate is attached to the sale contract of an existing building (art. 17.2) |
| Where to look | Building certificate and the PHI building database | The regional register, in Catalonia the ICAEN (Catalan energy institute) |
| Validity | Set by the certifier | Up to 10 years, up to 5 years for class G (art. 13.1) |
One does not replace the other. A house advertised as Passivhaus with no certificate for that house is still a house with a promise attached. More on the mandatory document: energy certificate.
What is known about the price premium?
Only general estimates by class. I did not find Passivhaus as a separate variable in any open study.
| Source | What was measured | Result |
|---|---|---|
| Banco de España, May 2025 | More than 1 million homes sold, 2015–2022, hedonic regression | Up to 9,7% on the price of the most efficient versus the least efficient |
| Tinsa, January 2025 | One-letter improvement in class | 1,3% on value |
| Passivhaus villas in Catalonia | Transactions with prices and timelines | No open data |
Little is publicly known about individual projects. The trade press in 2022 described a project of 28 villas in Vallpineda (Sitges) built to the passivhaus standard, with expected sales of about 60 M€ (Brains RE News, 20.07.2022), which is about 2,1 M€ per house on average on paper. Those articles give no completed sale prices and no premium for the standard.
How do you check a Passivhaus claim when buying?
- A certificate for that specific house. Who issued it, when, and whether it covers the building as built rather than a typical design.
- The energy certificate in the register. Without registration it has no legal force (art. 6.6 of RD 390/2021); in Catalonia that is the ICAEN register. Check what it refers to: the design or the finished house (art. 17.1), and whether it was based on a "representative" neighbouring building (art. 6.3 allows this for single-family houses).
- The airtightness test report and the ventilation datasheet. Airtightness and heat recovery are among the principles of the standard.
- The technician. Under RD 659/2025, in force from 23.07.2026, the rules for certifying technicians changed and a register appeared. Ask whether the certificate's author is registered.
- Energy bills. For an occupied house, twelve months of actual consumption say more than a calculation.
What premium is needed for the standard to pay back?
Worked example, not a forecast. Assumptions: the villa sells for 2 M€, the works cost 1 M€ per the estimate, and selling costs are 4% of the price. The extra cost of the Passivhaus specification is chosen arbitrarily, as there is no public figure. The required premium equals the extra cost divided by 2 000 000 × 0,96.
| Extra cost on the works | Amount, € | Price premium needed to cover the extra cost |
|---|---|---|
| 5% | 50 000 | 2,6% |
| 10% | 100 000 | 5,2% |
For comparison: 1,3% of 2 M€ is 26 000 €, and 9,7% is 194 000 €. At a 5% extra cost the Tinsa estimate does not cover it, and the Bank of Spain estimate covers it with room to spare. But both estimates describe the market as a whole, not your villa, so the premium is confirmed with comparables rather than averages. For flats this is covered in the article on the energy certificate and price; for a villa, the valuer picks the comparables.
When does this calculation not work?
For an old villa: Passivhaus is designed mainly for new build, and for refurbishments the PHI has a separate standard, EnerPHit. It also fails where the buyer pays for the location rather than the house: the price premium in Sitges or Pedralbes is set by the place, and today there is nothing to separate out the share due to the standard. And for anyone expecting a ready number for an investment model: it is more honest to build in scenarios of 0%, 1,3% and 9,7% and see which one the project can withstand.
The scenarios are easy to put together in the investor calculator, and DNPI's approach to house projects is described on the residential property page.
Questions and answers
Does a Passivhaus villa cost more than the same villa without the standard?
There is no measured figure for Passivhaus. There are estimates per certificate letter: up to 9,7% from the Bank of Spain and 1,3% per letter from Tinsa, and both describe the market on average. For a specific villa, the premium is confirmed with comparable sales.
What does the word Passivhaus mean legally in Spain?
Nothing: it is a private standard of the Passivhaus Institut. What has legal weight is the energy certificate under RD 390/2021, which must be entered in the regional register.
How do you tell a genuine Passivhaus from advertising?
Ask for the Passivhaus certificate for that specific house, the airtightness test report, the ventilation datasheet and the registered energy certificate. If even one of these documents is missing, the claim remains a claim.
How much does the Passivhaus specification cost?
I found no public figure for Catalonia. In the example above, the 5% and 10% extra cost on the works is an assumption; the real figure comes from the architect's and contractor's estimate.
Is Passivhaus suitable for refurbishing an old villa?
For refurbishments the PHI has a separate standard, EnerPHit. Which of its requirements are achievable in a specific building is for the architect to determine.
