Prime-Frontage Local in Barcelona: What to Check Before Buying to Let

A prime-frontage local is bought for its rent, but the permitted activity, the condition of the unit and the tenant's turnover have to be checked. Foot traffic does not replace those checks.

A prime-frontage local (ground-floor commercial unit) in Barcelona is bought for its rent, but what you pay for is the right to run a specific activity at that address. So you check not the street in general but three things: which activity is permitted here, whether the tenant's turnover can carry the rent, and whether the unit would suit the next tenant. Foot traffic replaces none of these checks.

What counts as a prime frontage

A prime frontage is a unit in the planta baja (ground floor) with a shop window on a main shopping street. The law has no such term; it is a market notion, and every broker draws the line in a different place. A secondary frontage is a side street, a courtyard, or an entrance from a stairwell.

The city's best streets are in a different weight class. In its High Street Spain 2026 report (published 15 June 2026), Cushman & Wakefield puts the rent on Passeig de Gràcia at 290 €/m² a month and the yield at about 3.65%. Simple arithmetic: 100 m² at that rate gives 348,000 € a year, and at a 3.65% yield that is about 9.5 M€. This is not a valuation of any property but a sense of scale: a budget from 1 M€ does not buy Passeig de Gràcia but other streets, for which I found no open dated data.

Which activity is permitted at this address

A local let today as a restaurant or shop may not get a new licence of the same type when the tenant changes. Land-use plans in Barcelona restrict new licences; they do not interfere with businesses already operating.

A recent example: on 29 May 2026 the plenary of the Ajuntament finally approved a new land-use plan for Ciutat Vella, with the votes of PSC and Junts. According to press reports, the plan restricts new licences for souvenir shops, 24-hour supermarkets and some other types of retail (Ara, 15 May 2026). Read the full list and the current version in the Ajuntament's own document, not in a press summary. Another district has its own regime. How the licence and change of use work is covered in the articles on the activity licence and change of use.

What to check in the unit itself

The tenant and the rent: what to compare

The test of a lease's durability is what share of turnover the tenant gives up for the premises. Worked example: rent of 6,000 € a month.

Tenant's monthly turnover, €Rent as a share of turnover
40,00015%
100,0006%

The same lease weighs on the business in the first case and is barely noticeable in the second. The acceptable level depends on the sector, there is no universal threshold, and I found no open source with sector thresholds, so I do not name a figure. Ask for turnover over 24 months and check it against bank statements and tax returns.

What the citywide figures say

In its study of ground-floor activity for 2024, the Ajuntament de Barcelona counted 61,875 active businesses. The commercial use index, the share of operating units in the total number of premises, was 90.96%, more than two points above the 2022 level. This is a citywide figure: it says nothing about a particular street or how long your local will stand empty. A street needs its own count; the method is described in the article on foot traffic.

Who should not buy this way

It does not suit you if you are not ready to pay for an empty local for a year: IBI, comunidad and insurance run regardless of the tenant, see the article on the vacant local. It also does not suit anyone buying "by the street" without documents and hoping for the yield of the best addresses. A third case: the unit has only one permitted activity, and the market for it is small.

The review of the lease and its terms is in the article on property with a tenant. How DNPI approaches commercial property is described on the commercial strategy page.

Questions and answers

How does a prime frontage differ from a secondary one?

In visibility and footfall: a prime frontage has a shop window on the main street, a secondary one has an entrance from a side street or a courtyard. The law sets no formal threshold; the line is a market one.

Is a new licence needed when the tenant changes?

It depends on the type of activity and the district's regime. If the activity changes, the district and the type of activity determine the procedure, and new restrictions apply to new licences. An architect checks the specific case with the Ajuntament.

Why do rates on the best streets say nothing about the price of my local?

That is the top segment, with minimal yields and almost zero vacancy. A local on another street needs its own comparable rents, and there are no open figures for them.

Can I buy an empty local and look for a tenant later?

You can, but then the calculation rests on the search period and the cost of the vacancy. These assumptions have to be built into the price before purchase.
