Who buys new homes in Barcelona: what the data shows
The picture of demand for new housing in Barcelona is assembled from four indicators: the volume of projects with visado, the resale share, the structure of financing and the protected housing quota.
There are no separate open statistics on the buyers of new private houses in Barcelona specifically: public sources count housing as a whole and do not break out individual houses in the city. The picture of demand is assembled indirectly, from four indicators: how much new housing is being designed at all, what share of the market resale takes, how buyers pay and what the protected housing quota changes. A picture of demand is a description of who can physically close a transaction at that cheque size, not a marketing image of a buyer.
How much new housing appears in Barcelona
The nearest indicator is flats in projects with visado, published by COAC.
| Period | Flats in projects with visado, city of Barcelona |
|---|---|
| H1 2023 | 236 |
| H1 2025 | 833 |
| H2 2025 | 362 |
| H1 2026 | 503 |
Source: COAC, as reported by Merca2 on 17 July 2026. The indicator runs ahead of the start of construction and well ahead of handover, so it does not equal the number of flats built.
For comparison with market volume: across Barcelona province from August 2025 to July 2026, 73,260 housing sales were registered, roughly 6,100 a month, and in July 2026 there were 6,689 against 7,237 a year earlier (INE, ETDP). The same release shows how narrow the new segment is: across Spain, 78.4% of the flats bought in July 2026 were resale. The shortage of new supply is covered in the article on housing supply.
What is known about the share of foreign buyers
I have no verified figure for the share of foreign buyers of new houses in Barcelona, so I do not quote one. Inventing a percentage for an article like this is pointless: it is precisely this figure that false conclusions about the market are most often built on. What is known firmly is a change in motive: a new residence permit can no longer be obtained by buying property, as the golden visa was abolished from 3 April 2025 (Ley Orgánica 1/2025), with previously issued visas remaining valid under the transitional provisions. The buyer who came for residency has left this pool of demand.
What there is on population: on the Ajuntament's municipal register, Barcelona had 1,729,963 residents on 1 January 2026, 2,103 fewer than a year earlier, that is minus 0.1% (Oficina Municipal de Dades). The city is not growing in numbers, and demand for new housing in it does not rest on population growth. A separate look at the topic: foreign buyers.
How buyers pay for new housing
On Notariado data, 36,685 mortgage loans were signed across Spain in July 2026, 4.9% fewer than in July 2025, with an average loan size of 183,644 €, and mortgages financed 56.1% of purchases (Alimarket, 30.09.2026). The average mortgage payment, on the Colegio de Registradores report for Q2 2026, was 899.50 € a month, which is 34.7% of the coste salarial measure.
These figures set the boundary of mass demand. Worked example, not a forecast: an average loan of 183,644 € at 56.1% of the price corresponds to a transaction of around 327,000 €. A house in Barcelona or on the coast costs several times more, so its buyer closes the transaction either with their own money or with credit on different terms, not with the average mortgage product. Hence the narrowness of the pool: the higher the cheque, the fewer buyers able to close it.
Lending activity is meanwhile falling: 191,498 mortgages were signed in Spain in the first half of 2026, 2.2% fewer than in the same period of 2025, and across Catalonia minus 4.4% (Idealista on notarial data, 27.08.2026; the report does not specify whether the figure refers to June or to the whole half-year). Context on rates: mortgage rates and the market.
What the protected housing quota changes
For projects above 600 m² of new development and full refurbishment in Barcelona, 30% goes to protected housing under the general regime (Ajuntament). The rent and price of such housing are capped: in 2026 the maximum sale price under the general regime is 2,913.18 €/m² of usable area (Generalitat).
For comparison, on registered transactions in Q2 2026 the capital of Barcelona province stood at 5,045 €/m² and Catalonia at 2,995 €/m² (ERI for Q2 2026). Part of the new housing in the city goes to a buyer with restricted access and at a restricted price, and that changes both the project's revenue and the make-up of the buyers. A breakdown: the 30% quota.
Buying from a developer also changes the tax: instead of ITP (transfer tax on second-hand property) the transaction is subject to IVA (Spanish value added tax), plus AJD (stamp duty on notarial documents) at 1.5% on a first transfer (ATC guide). A comparison of the regimes: new build or resale.
When this picture does not apply
It does not apply to a specific asset. Shares and averages for the country and the province do not say who will come to view your house in Castelldefels or Sitges. Nor does it apply to a forecast: all the figures quoted describe periods that have passed. And it cannot be used as confirmation that "foreigners are buying everything up" or the reverse: there are no public statistics on that share separately for new houses in Barcelona in open sources.
The market indicators worth tracking regularly are collected in the investor data hub, and the DNPI approach to residential projects is described on the residential property page.
Questions and answers
How many new flats are being built in Barcelona?
On COAC data, projects covering 503 flats passed visado in the city in the first half of 2026, against 833 in the first half of 2025 and 362 in the second. These are projects that have passed visado, not completed buildings.
What share of property buyers in Barcelona are foreigners?
I have no verified figure for new houses in Barcelona, and I do not quote one. What is known is that the residency motive has gone: the golden visa was abolished from 3 April 2025.
Do buyers take mortgages on new houses?
Across Spain, mortgages financed 56.1% of housing purchases in July 2026, with an average loan size of 183,644 €. For a house with a high cheque this average product explains little, and terms are discussed with the bank individually.
Why is part of the new housing sold below market?
Because of the quota: for projects above 600 m² of new development and full refurbishment in Barcelona, 30% goes to protected housing, with a maximum sale price under the general regime in 2026 of 2,913.18 €/m² of usable area.
What tax does the buyer of a new build pay?
A transaction with a developer is normally subject to IVA, plus AJD at 1.5% on a first transfer, instead of ITP. Rates are checked on the date of the transaction, and questions on your own case go to an asesor fiscal.
