Build-to-Rent in Barcelona: Opportunities and Limits

BTR in Barcelona runs into the first-rent cap, 30% protected housing and IVA that cannot be recovered. At a rent of 16.89 €/m² the affordable cost in the example is about 2.6–3.2 thousand €/m².

Build-to-rent (BTR) is a building that is built or renovated to be held and let, not sold by apartment. In Barcelona three rules constrain the formula: the cap on the first rent in a stressed-market zone, the 30% protected housing quota, and IVA (Spanish VAT) on works, which is not recovered when housing is let. In the worked example, at an average rent of 16.89 €/m² the affordable cost is about 2.6–3.2 thousand €/m². The rules were checked as of 12 October 2026.

How much can be spent per square metre

The affordable cost equals the net annual rent divided by the yield on cost. Worked example, not a forecast: net rent is 70% of gross (30% goes on vacancy and expenses, an assumption), yield on cost 4.40% at zero developer margin and 5.40% at a one-point margin. The 4.40% benchmark comes from a Cushman & Wakefield report: the net yield of the best decentralised PRS (private rented sector) asset in Barcelona in the second quarter of 2026 (MarketBeat Spain Living, Q2 2026, in Spanish). In the centre it is 4.10%.

Rents: the average from Incasòl deposits for January–March 2026 is 16.89 €/m² a month (Generalitat, updated 13.07.2026), and the C&W market rents are 20.0 and 25.0 €/m² for the decentralised and central segments (same source). The sources do not specify what exactly counts as area.

Rent, €/m² a monthCost, €/m², no quota 4.40% / 5.40%With 30% quota 4.40% / 5.40%
16.89 (Incasòl, city)3,224 / 2,6272,883 / 2,349
20.0 (C&W, periphery)3,818 / 3,1113,299 / 2,688
25.0 (C&W, centre)4,773 / 3,8893,967 / 3,232

For comparison: in the neighbouring articles a building with costs of 18.36 M€ over 1,800 m² costs 10,200 €/m². That figure does not work in any column, even leaving out IVA on the works. BTR works at costs several times lower than this figure.

What limits the first rent

In a stressed-market zone a new rent cannot exceed the last rent for the same apartment over five years, and where there is none, the second paragraph of art. 17.7 LAU applies in Catalonia: rent is capped at the limit under the reference price indices. This is set out in the resolution of the Secretaría de Estado de Vivienda of 14.03.2024, and Barcelona is on the municipalities list (BOE-A-2024-5214). A new building with no past contracts falls under it. The declaration lasts three years from March 2024, until March 2027 (Ley 12/2023, art. 18.2.d). In July 2026 the Generalitat began a procedure to extend it by a year; there is no final resolution as of 12 October, so rent after March 2027 is checked against its outcome.

A building of 24 apartments at once makes the owner a gran tenedor (large holder): the threshold in this zone is five apartments, and art. 17.7 then applies to all contracts. "Mid-term" letting offers no way round: temporary contracts for work or study are subject to the same rent rules, and without a document proving the purpose the contract is treated as permanent (Llei 11/2025, art. 5). This point is challenged in the Constitutional Court: recurso 2415/2026 was admitted on 9.06.2026, with no decision yet.

The 30% protected housing quota

For projects over 600 m² of new construction and full refurbishment in Barcelona, 30% goes to protected housing of the general regime (Ajuntament). The rent for such housing in 2026 is 10.93 €/m² (Generalitat, the period is not labelled on the page; a month is assumed in the calculation). The table above shows that it lowers the affordable cost by 11–17%. The calculation of the quota's effect on the building price: the VPO quota in project economics.

Taxes: IVA that cannot be recovered, and the corporate tax relief

Residential letting is exempt from IVA (art. 20.Uno.23.b Ley 37/1992), and exempt operations give no right of deduction (art. 94.Uno.1). IVA at 10% on works (art. 91.Uno.3.1º) then stays a cost: in the example, on 6 M€ of works that is 600,000 €, or about 333 €/m² on top.

There is a relief in corporate income tax. A company letting housing may apply the regime of art. 48–49 Ley 27/2014: a 40% allowance on the tax on rental income, that is 15% instead of the general 25% on that income (BOE). The conditions: at least 8 apartments let, a term of at least 3 years, separate accounting for each apartment. Whether it applies is checked by an asesor fiscal (tax adviser).

Who buys finished BTR

According to C&W, the volume of BTR and PRS deals in Spain in the first half of 2026 was €2.6bn (€2.9bn with Flex Living), and the five largest investors hold 40% of the market. Among second-quarter deals C&W names Azora's purchase from Patrizia of a portfolio in Catalonia: 1200 apartments for 350 M€. It also notes "privatisation": some buyers of BTR and PRS blocks sell apartments one by one. Buyers exist, but they price rent with the cap in mind, and the exit price depends on their yield. More: exit from a project by buyer type.

Who BTR does not suit

It does not suit anyone who pays a central-location price for a building and counts on market rent: the first-rent cap and the 30% quota cut the affordable cost. It does not suit anyone who needs an exit within 2 years: stabilising the lettings takes time, and the exit price depends on the yield the buyer sets.

DNPI Capital has no completed projects involving whole buildings. How BTR would fit the terms of a specific project is determined by the contract. This is a method, not a result; the completed ones are the plot in Sitges and the apartment on Compte de Urgel.

Questions and answers

What is build-to-rent?

A building built or renovated for long-term letting as a whole, usually under a single manager.

Does the rent cap apply to a new building?

In Catalonia, yes: for apartments with no contract in the last five years the first rent is capped by the reference price index (art. 17.7 LAU, BOE-A-2024-5214). This applies while the zone declaration is in force.

Can IVA on building construction for letting be recovered?

As a rule, no: residential letting is exempt from IVA, and there is no right to deduct input tax (art. 20.Uno.23.b, art. 94.Uno.1). A question for an asesor fiscal.

How many apartments are needed for the corporate tax relief?

At least 8 let continuously, for at least 3 years (art. 48.2 Ley 27/2014).
