What building flats in Barcelona returns

The result of a development is made up of six cost blocks, not of the gap between two prices. A breakdown of the blocks, a worked calculation on round numbers and the figures of the project in Sitges.

A promoción is the construction of flats for sale. The investor receives not the price gap but what remains of the revenue after the project's full costs and taxes, and after the split between participants. The format has no single return: the outcome is set by the land price, the budget, the term and the exit price. As a reference for the exit: the average asking price for housing in Barcelona in September 2026 was 5,462 €/m² (Idealista, 6 October 2026), and that is an asking price, not a transaction price.

What makes up the result of a development

Six blocks have to be counted, not two.

  1. Land. Land price, taxes, conveyancing. In sòl urbà no consolidat (urban land not yet fully serviced) a 10% transfer of aprofitamiento (the buildable value assigned by the plan) and a share of the sector's costs are added (art. 27 and 29 Llei d'urbanisme).
  2. Design and visado. The visado (the professional college's formal review of the project) is done once and in one competent colegio, for example at Col·legi d'Arquitectes de Catalunya (art. 3 and art. 5), see the architect's project and the colegio visado.
  3. Licence and municipal charges. A new building in Catalonia requires a prior licencia urbanística (planning permission for the works) (art. 187 Llei d'urbanisme). Added to it are ICIO and local charges at the Ajuntament's rates.
  4. Construction. Works, technical supervision, insurance, contingency. Reference prices for Catalonia come from the BEDEC database of the ITeC institute (ITeC).
  5. Money and time. Interest, fees, holding the asset until the sales.
  6. Sale and taxes. Commissions, conveyancing, tax on the result and the local plusvalía (municipal tax on the increase in urban land value), which in a sale for consideration is paid by the seller (art. 106 TRLRHL).

A separate line in Barcelona: for new development and full refurbishment above 600 m², 30% goes to protected housing (Ajuntament), and that housing has a price ceiling: the maximum sale price under the general regime in 2026 is 2,913.18 €/m² of usable area (Generalitat). Part of the floor area leaves the free-market price, and revenue is counted at two prices (how the quota affects a project).

Why the price gap is not the investor's income

Three filters stand between revenue and money in the account. Project costs, including the ones invisible in a listing, from the visado to the insurance policies (what goes into project costs). Taxes on the result, which depend on the ownership structure and on residency (project return and investor return). The fee: in DNPI projects DNPI's fee is 50% of project profit, and if the investor's return over the whole project after the fee is below the contractual 10%, DNPI tops it up out of its own fee. This is a return for the project, not an annual rate; the terms, the calculation base and the limits are set by the contract of the specific project; this is not a guarantee that capital will be preserved (how DNPI's fee works).

What a worked calculation of a development looks like

Worked example, not a forecast. The amounts are round assumptions of the example, not market figures.

ItemAmount
Land with taxes and conveyancing2 M€
Design, visado, licence, charges300,000 €
Construction with contingency2.4 M€
Cost of money and holding over the term300,000 €
Selling costs240,000 €
Revenue from flat sales6 M€
Balance before tax on the result760,000 €

Shift one line. Revenue 5% lower, that is 5.7 M€, selling costs 228,000 €: the balance drops to 472,000 €, by almost 38%. A 10% overrun on construction takes 240,000 €. The term has its own price: the 12-month Euribor in September 2026 was 3.247% (Banco de España), and on INE's preliminary estimate of 29 September 2026 annual IPC was 4.9% (INE), so a budget a year old and a budget dated at the start of works are two different budgets. Hence the rule: the exit price is checked against closed transactions and three scenarios are calculated (base, upside, downside).

What the only comparable DNPI project shows

The company has no completed development with flats, and I will not invent its figures. The nearest real reference for the land part of the cycle is the project in Sitges.

ItemAmount
Land purchase509,250 €
Permits and licences20,000 €
Sale with the licence in place760,000 €
Difference before other costs230,750 €
Term2 years

The difference equals the sale price minus the purchase and the costs listed. Taxes, financing, conveyancing and other costs are not included; this is not net profit and not the investor's return; past results do not guarantee future ones. Details: project page.

Who a development does not suit

Anyone who needs the capital by a set date: the term depends on the licence, the contractor and the buyers. Anyone who expects regular payouts: until the first sales the capital works without distributions. Anyone with no reserve for a budget overrun and for extra months of waiting. Entry thresholds rule out part of those interested: residential and commercial property and land from 1 M€, hotel projects from 3 M€, whole buildings from 10 M€.

Breaking a specific project into blocks is convenient in the investor calculator, and the working order is described on the development projects page.

Questions and answers

What return does building flats in Barcelona give?

There is no fixed figure, and open sources do not provide one. The result is calculated for a specific plot: from the budget, the term and the exit price, in three scenarios.

Why can you not take the price per metre and multiply it by the area?

Because 5,462 €/m² is the average asking price across the city for September 2026, not the price of your flats. On top of that, part of the floor area may go to protected housing with a ceiling of 2,913.18 €/m².

What hits the result of a development hardest?

The exit price and the budget. In the example above a 5% fall in revenue cuts the balance by almost 38%, and a 10% budget overrun takes a comparable amount.

Are taxes included in the Sitges difference shown?

No. This is the sale minus the purchase and the costs listed. Taxes, financing and conveyancing are not part of it.

How much money is needed to enter such a project?

DNPI projects in residential and commercial property and land start from 1 M€, hotel projects from 3 M€, whole buildings from 10 M€. A breakdown of the requirements: how much capital is needed.
