Where houses are built around Barcelona: areas and limits

The areas around Barcelona differ not in price per metre but in regulation: fire perimeters, flood risk, natural parks and territorial plans. I go through what that changes for a project.

Houses around Barcelona are built in several recognisable areas: the Maresme coast to the north-east, Garraf with Sitges to the south-west, the inland Vallès behind the Collserola ridge and the coastal strip of Baix Llobregat with Castelldefels and Gavà. Choosing an area means choosing a set of restrictions, not a price per square metre: the planning regime, natural parks, fire rules and flood risk differ more sharply than prices do. Most of these comarcas fall within the Pla territorial metropolità de Barcelona, definitively approved in April 2010: it covers Baix Llobregat, Barcelonès, Maresme and both Vallès.

Which areas are considered and how they differ

AreaWhat sets it apartWhat to check first
MaresmeCoast to the north-east, slopes down to the sea, dense older buildingFlood risk along the rieras, land regime, see Maresme and Garraf
Garraf, Sitges, Sant Pere de RibesCoast to the south-west, part of the territory in a natural parkPark boundaries, the municipality's POUM, see land for houses in Sitges

Castelldefels and GavàCoastal strip of Baix Llobregat close to the cityAirport noise, fire perimeter, see Castelldefels and Gavà

For Penedès, which takes in Alt Penedès, Baix Penedès, Garraf and part of Anoia, the Generalitat is preparing a separate territorial plan (Generalitat documents, 2022); for its current stage, ask the Departament de Territori.

What regulation changes in each area

Three layers of restriction work independently of the plot price.

Fire perimeter. Catalan Law 5/2003 on the prevention of forest fires applies to urbanizaciones, settlements, buildings and installations in woodland and within a 500-metre band around it (art. 1). For plots near Collserola and in Garraf this is a working restriction, not a formality.

Water. A study by the Consell Comarcal del Maresme, reported by 3Cat on 22 April 2026, analysed 65 rieras, found around 105,000 people in a flood risk zone and estimated that adaptation will require around 685 M€ by 2050. This is regional context, not an assessment of your plot.

Natural parks. The park in Garraf covers, among others, the territories of Sitges and Sant Pere de Ribes (Diputació de Barcelona). Sitges at the same time has a POUM in force, published and effective from 24 May 2006 (Ajuntament de Sitges).

Near the airport, noise is added. On Ara's report of 14 April 2024, residents of Gavà Mar objected to a change in the runway use regime because of rising noise over the neighbourhood. For a house built to sell, that is a factor in the exit price.

What the available prices say

There are no comparable open prices for houses on plots around Barcelona, so I do not quote a figure for houses. Housing valuations by municipality are available: on Tinsa, Viladecans is at 3,311 €/m² with growth of 24.68% over 12 months, and Barcelona at 4,597 €/m² with 10.31% (Tinsa, Viladecans and Barcelona). These are valuations, not listings and not closed transactions.

A separate reference for the coast: Sitges is named among the most expensive towns in Catalonia by Ministerio de Vivienda appraisal value, with growth of 2.3% over the last quarter (3Cat of 17 September 2026). That is a figure for housing in the municipality, not for plots.

Worked example, not a forecast. The round numbers are taken for the arithmetic and are not a market reference.

ItemPlot by woodlandPlot in a finished urbanización
Land with conveyancing450,000 €620,000 €
Site preparation and connections120,000 €40,000 €
Design, licence, charges100,000 €100,000 €
Total before works begin670,000 €760,000 €

The cheap plot by the woodland in this example works out only 90,000 € cheaper before construction starts, while it adds fire perimeter and connection requirements, and with them time. The arithmetic shows why a plot price cannot be compared without the cost of bringing it to solar condition.

What to check on a plot before the deposit

  1. Request the planning regime certificate: under art. 103 Llei d'urbanisme the ayuntamiento issues it within a month, and the plans are also available in the Registre urbanístic de Catalunya.
  2. Establish whether urbanización is needed and who pays for it.
  3. Check the natural park boundaries and the protection regimes.
  4. Check the fire perimeter and its requirements.
  5. Commission a geologist's report and check access to the plot.
  6. Establish the procedure for obtaining the licence: a new building requires a prior llicència urbanística (planning permission) (art. 187).

If plan B includes letting, keep an eye on rent regulation. In July 2026 the Generalitat proposed a new list of municipalities, 302 instead of 271, but the alegaciones period is running and the final list is approved by the Ministerio de Vivienda (3Cat, 28.07.2026); the declaration currently in force runs until March 2027, on Ara's report.

When an area is better left alone

When the timing is critical and the plot is not a solar: urbanización adds procedures you do not control. When there is no plan B: a house outside the city has one buyer at the exit, and a miss on price means a long wait. When the restrictions have been checked against the map in the listing rather than the municipality's certificate: the park boundary and the fire perimeter do not match the picture in a listing.

Going through a specific area and plot is helped by the articles on Barcelona land plots and the land strategy page.

Questions and answers

Where around Barcelona is a house permit easier to get?

There is no universal answer: the regime is set by the plan of the specific municipality, not by the comarca. Comparing areas by approval speed without a certificate for the plot is pointless.

How does Maresme differ from Garraf for building a house?

Maresme is a dense coastline with slopes and a pronounced question of rieras and flooding. In Garraf a substantial part of the territory falls within a natural park, and the park boundaries determine what is permitted on a plot.

What is the 500-metre fire perimeter?

Catalan Law 5/2003 extends forest fire prevention requirements to buildings in woodland and within a 500-metre band around it. What exactly is required of your plot is established at the ayuntamiento and with a technical specialist.

Is it worth looking at plots in Vallès if the buyer is expected from the city?

Vallès has traditionally lived on demand from families moving out of Barcelona, and the key factor there turns out to be connectivity with the city. That is checked against the route and travel time, not against distance on a map.

Can a plot be valued from housing prices in the municipality?

No. Tinsa and Ministerio de Vivienda valuations relate to finished housing, while a plot's price depends on edificabilidad, the land status and the cost of bringing it to solar condition.
